Outdoors? If so I'd say leaf miners. Spray Neem oil on the entire surface of the plants (if they are still in veg) about once a week, make sure you get the bottom of the leaves as well.

I usually try to wipe them off, will the neem oil cause that kind of magnification to burn them?
