Ooo thats a tough one. You can cause the root that stems from the seed to rot if there is too much water. So it is possible that they are dead, but I would try to keep it moist/damp; shake out theexcess water of any (Don't squeeze it, that would colapse some of the trapped air). If you can't...

PPM = parts per million... its a unit of measurement. Used for C02 as well. You can buy C02 meters that measure the PPM in the air. You want to have typically a c02 content of about 1200-1500 PPM.
