If i get a ballast that is used to power 2 x 48" bulbs would it power 4 x 24" bulbs?

I want to put a couple 24" bulbs in my grow box for the veg, seedling, and mother side. Maybe 4 bulbs. If I got a ballast that powers 2 48" bulbs could I hook that up to 4 x 24" bulbs or am i not on the right track? I think I will use the T8's...for now.
