Is that why it's growing more of the pistils or white hairs? What can I do? One guy said to let it re vegg for 2 weeks then flower

Amatuer grower here in Texas. Have this plant here thats been outdoors the entire time, it was super duper tiny and wasnt really growing then all of a sudden started growing like crazy, not sure the strain as I got a bunch of seeds from a friend. It has some buds already but it's still growing...
