Do i absolutely need rooting solution when cloning?

What is the minimum time my seeded plant should be in the veg stage before I flower it. My growing space is short, about 3 feet tall (it's in a closet) and I don't want the plant to get so big that it reaches the ceiling. Please help and thanks in advance :idea:

How long are you going to let those grow before you bud them?

Yes if you have one but make sure it is lined with some sort of reflector
