How can I determine if the waters pH is off? Should it be neutral?

Thanks for your quick response. It's going to rain tonight so i'll start a new regimen after the rain. Also, I understand I should be starving the plant prior to harvest, how many days before harvest should I avoid feeding ferts to the girl?
