I can't see 400 Watts having any noticeable affect on power consumption. In cold climates there are space heaters that are 1500 Watts, some people run them all day. In hot climates there are air-conditioners at 1500 Watts+ and humidifiers, so 400 Watts isn't much. Might be $20 a month max, and...
