Rockwool sucks in DWC. It stays too wet, especially if you submerge it in water. It's like a sponge. Use hydroton, or just some rocks. In my experience, I ended up getting nute lockout because it was always wet. Severe PK deficiency later in flowering.

You should pull air through the scrubber, through the hood, then vent outside the room. If your getting temps that high 1.5' under the light, an oscillating fan is only going to work for a little bit. Eventually, the whole room is going to be that temp, especially at the end of a 12 hour light...

H202 is key in hydro. Can't use it with Beneficial or anything organic though, must use with chemical nutes or the peroxide will kill the bacteria making that much more of a mess in your res.

That's a whole lot of P in the nute formula. Toss that stuff and go for something with a better ratio. Sounds like your plants need some Nitrogen. Despite all the hype, you should really be feeding them N all the way through. Plant can't make buds if it doesn't have any leaves to work with...

Could be a N deficiency though, creeping right up the plant. Your in week 3, that thing wants to grow, it should be eating quite a bit, unless your using low light, in which case, most likely burnt.
