You know what Serato is? Perhaps you do but your post is'nt clear. Use it with special time coded vinyls to control/play/scratch all your mp3s using your turntable, no cd's or cd djs involved just a laptop/pc. Anyway good luck with the upgrade, I hope you find something that works for you.
Did you flush the soil thoroughly before using it? are the pots too big/ small for the roots that had already developed? 1 litre of water each plant? sound like a lot, try 100 200 ml of water without nutes or very low dosage. when the lights are out run a humidifier close to your intake & also...

have you tried stopping or reducing nutes for a couple of days & just feeding ph'd water at room temp?
whats the humidity range?
You plan on using a lot of disguise plants should be worth the effort, i wish i had a balcony too!
have you thought about trying a shorter bushier indica strain? perhaps they would be better suited to your requirements.

How close is your light to the top of your plants? if you can't afford bigger fans get some additional small clip on oscillating fans. Ensure your exhaust is not venting air out into the same room that the intake is taking air in from.
I reckon you could get away with using a 400 w hps with a reflective hood balast & easy rollers, some Mylar or similar reflective material and a couple of medium sized oscillating fans.
