That is your main problem - If you are growing from seed and you want a plant worth growing you need to veg the thing. Vegging should anywhere from 16/8-24/0 of light. This veg process should be done until the plant matures (at LEAST a month, if not 2 months under the veg light schedule)...

Yeah its a tripp. They came from a batch of clones and there were 3 that never cought up. Even when placed in more direct light. Its like its sisters which are pretty big and a solid shaft of nug...just these are mini. the whole grow is under (4) 1k HID
