i know that ppm is part per million. i was just wondering if it matters how much water i use to mix with it?

it still confuses me because he says that is does not matter how much water i use to mix the nutrients with. just as long as the water i am mixing it with reads 400 ppm when i add the nutes. anyways ill post some pix of the grow we are doing to get some feedback.
