Block-IR is great stuff. I went to my local hydro shop www.discount-hydro.com and they had an IR gun around (actually, the same one in the picture that is in their catalog...) and unless there is some voodoo going on, it works just like the pictures...
I have a NextGen 1000w ballast, and it has been running great for 4 months. I have had 2 crop cycles go under it, and it most definitely produces a better yield than the standard ballasts that I have in the same area. Plants under it do better...Go figure. I don't know about 30% more light...
No, fluorescents do not give the same growth. T5 lighting, is good, though. A good choice is here:

A better idea would be to get a Kill-a-Watt meter. They're pretty cool. Shows the amps, volts, watts, etc. Read about them here:

I've got a ValuLine 6" fan. It's made by C.A.P. Pretty quiet. Not as quiet as my Vortex, but, at 2/3 the price, I can live with a few extra db.

You can run them 24 hours until you flower. I think they grow a little faster that way. But I'm sure that we will get 200 opinions on this..

What is the size of your area? What kind of CO2 device do you have? You want the PPM level to be about 1500 ppm. That is releasing 1 cubic foot of CO2 into a 10' x 10' x 8' room.

I have had nothing but good luck with Discount Hydro. If you bought that product from them, I would venture to bet that they would take it back with no questions asked. That's the advantage of dealing with a good company.
