Why not just install a small ventless air-conditioner? They are less than $1,000. I built a 16x10 in my garage. Insulated it and installed a unit myself for $800. I can grow on the hottest day and coldest day and still have the same temperatures. The ventless units are very efficient also.

Why not just mail $9,999 down there at a time? As long as it is less than $10,000 then the government can't do anything.
