If they are still small they could just be making roots once roots hit the side of cup the upper growth will grow, hope this helps. Pics and more information will help us figure out what’s going on. Hang in there we’ll figure it out.

You have 2’x3’ equals 6square ft of space. Take 250watts divided 6 gives you about 42watts per square foot, Most people shoot for 40-50watt:sw ft.So it’s not to bad.It would be better to run both lights IF you can keep the temps down. Don’t forget to train your plant to keep it low and wide...

You know sometimes it’s better to be a lazy grower. My first ever grow I picked almost all the fan leaves off in flower needless to say it was a very bad yield, luckily it was just bag seed.I must admit I love trying different training,I got some mainlined in the tent right now.
