I was actually able to get through to the IDPH by phone this morning. My documentation was approved on Feb 27 and the card is already in the mail. Up to 14 business days.

UPDATE: Dec. 1 - Paperwork Submitted Feb. 16 - Check was cashed Feb. 20 - Waiting...
