1 Week old leafs curling down

Im vegging a couple plants in part cups on a 42w cfl in a box with a 4inch computer fan for an out take.
Temps and humidity are just right.
But on one of my plants the leafs are curling down? None of my other plants have this problem theres only
this one thats not looking healthy could it be a ph issue? my tap water ph runs high 7 never had a problem before

PICS PICS PICS, please hmm it can be a number of things from a high ph or deficiency in your leaves!

whats your medium? check the pH of your medium and you really should get it down to 6.5-6.8

Sounds like classic ph issue....get the ph right and you'll have happy plants!
