10 day old plants yellow spots and crumbling

So I germinated these in peet pellets. Planted them in 5 gal fabric pots in Tree frog soil. I lightly watered them. I'm using a 1000 watt LED light about 36 inches away at first. After about a week I sprayed the soil with neem oil and on plants because I seen a small bug and I guess I'm paranoid. This is my first grow. I'd say about a week In as well I gave them about a half gallon of water. Some post were saying to use a gallon for a 5 gal pot but that seemed to much for me. I keep the pH of the water around 6 to 6.5. I also fed them nutrients in that watering using a half tsp of Flora Nova Gro/Micro/Bloom/Cal Mag as directed by other growers. I think I just all around messes this grow up. They're even worse then the pic I'm posting now. Only one looks ok. Ones curling upwards all crazy and looks like it's about to die. They also don't seem to be growing no more. I'm at a loss. They're about 12 days old now and others are starting to spot with yellow brownish spots and I think there about to die. Someone told me to flush them. Idk what to do at this point. Also the soil was really packed so I gently dug them up and broke the soil up and re planted. Pretty sure it's a wrap. Bout to germinate some more and restart.

You’ve given them too much of everything. Seedlings are sensitive. They don’t need a ton of light. They don’t need feed for a couple weeks depending on your soil mix. Start again, move light further away. Maybe feed 3ml per gallon clonex. Or just water.
 
Plants that age don't need any food, they are living on seed reserves until they get their first multibladed leaves.
 
And don't overwater them! seedlings are super sensitive to that. Let the soil dry out between waterings, the pot will feel super light when it's ready.
 
So I got a few more germinating. Can I reuse this soil? Or should I buy more?

yes re-use the soil

I would feed them a smidge of kelp and about 100ppm of veg nutes then leave them alone under a proper light and they might recover.

Probably dont want to spray neem on seedlings for 1 bug again.
