im not sure why its not budding or whatever but it definitley looks like its suffering from sereious deficiency, the stalk looks very nice and strong though so at one point you were doing something it liked, but not whatever your doing is killing it, if ur gonna keep it i would worry more about that new growth dieing and yellowing than the buds, i says in another week without somes serious intervention and that plant will be dead all by itself
