If it was a photoperiod i would keep going and try to fix it, but since it's an autoflower there's no point in keeping it any longer. It will start flowering soon and maybe you'd get 1 gram from it, and that's a big IF. Not only it's stunted and small, but there are also yellow leaves already indicating that a lot of things are wrong. Just start a new seed and do something differently. A simple light soil like Biobizz Light Mix will have enough food to feed an autoflower for 2-3 weeks without problems.
I'm not familiar with Ocean Forest personally, but i read somewhere that it's too hot for autoflowers? And you also added a scoop of extra nutrients. They really don't need that much in the first few weeks.
