why do some people put there new germed seeds in a plastic box with clingfilm wrapped on it how does this help the plant?

people do it to keep everything moist longer and to keep up the humidity to help them germ.
once the seeds pop through the soil, take the plastic off.
also people put cuttings under a humidity dome until they get roots.
