1st Time Grower Leaf "Claw" trouble..Need Help

Afghan Kush Ryder Autoflower Fem
Fox Farm Nutes 50 % recommended dosage (due to week 3 nute burn)
400hps + 400mh ... 20/4
water temp 65 ....air temp 75 - 85
Week # 6
After rez change I added 1st dose of Tiger Bloom (at 50%) and plant has stalled out with no new veg and "claw" leaves beginning around the buds. Have another plant in same cooler which grew approx 4" in the past week - looking good.
The "claws" started at the top bud then continued to the rest. From everything I read it sounds like nute shortage or maybe shitty FF Tiger Bloom. Looking for some help!

Leaves are all dark green with no visual yellow/burn marks. Red/brown colors from hps/mh

From what I've observed, Its the indica dom's that seem to do this. But it's fairly random. I've had plants from the same seed, side by side on the same nuts, and had one with claws and one without. The plant I posted above had lots of tops with claw leafs, but the top very close to the bulb (hps) was not clawed. I'm going to try lowering my nute concentration down, and see if it changes the claw at all.
 
Im pretty sure its nitrogen toxicity...
I have had that problem in soil during flower.
flowering plants dont need as much nitrogen, but because ntrogen is a mobile nutrient, the plant will use it anyway.
I would suggest changing the water any using less nutes...
the tiger bloom may have to much nitrogen...
