2 600w vs. 1 1000w on light mover?

So my dilemma is a maxed out electrical panel, and a generally high dwp bill as it is....
I am a first timer, I'm setting up a room 10x13 for bloom and the closet for veg.
for the veg I'm using 4bulb 4ft T5.
for the main area i have 2 4x8 trays, i wanna grow 24 large tree sized OG plants due to local laws regarding my medical rec.
i originally bought 4 1000w hps air-cooled lights for the main room and a 24,000 btu a/c unit to cool those .....
BUT, talking to my electrician, i might not be able to run that much power without majorly upgrading my panel which would turn into having to get permits, city-inspections, etc.....
my question is: should i only use 2 of my 1000w lights and put them on light movers, OR, should i trade in my 4 1000w for 4 stationary 600w??????
Which one would give me larger production? and better yield?

i also am gonna run co2, water by hand(with wand), coco in 5 gal aeration pots, not sure but probably general hydro nutes, any other advice or opinions would be treaty appreciated, thanks

4 600's will give a higher yield than 2 1,000 the 600's have a higher lumen per watt output then 1,000's and you will have 2,400 watts running the 600's

but if you go to dxsoundco.com they have panels all set to go alls you would have to do is install a breaker and run a 240v wire to your breaker box and to the unit just make sure you shut off the main power and read up on it its not hard to run a cable you can also use a 4 prong drier outlet with most of there systems
