2+ year old seeds - germinating DWC

I'm having some issues germinating my seeds. They are 2+ years old for sure.

They soaked for maybe 12 days and finally cracked. I let them soak on a wet paper towel for another day or so, then into the rockwool cubes they went.

7 days later and I see the taproot still. No idea how big it is but it is not protruding out from the bottom. It looks like it is pointing down and is much bigger than when it originally germinated.

The lil girls haven't even popped out of their seed casings yet though and show no signs of life. They seem afraid of the light or something. I have just 2 mere CFLs atop of the seedlings about 3" from the rockwool.

The rockwool is amply wet. *shrug*

The hydroton is wet all around.

I just put some plastic covers on it tonight to increase humidity but its kind of ghetto.
I was thinking for more humidity I can redo it and use saran wrap and really seal it up good. Will they poke through once they are ready or will I have to cut it open for them?

Bubbles are keeping hydroton nice and wet on the bottom. I'm pretty sure it is perfect. pH is ~6.

Temp is like 84F atmosphere, warmer by the rockwool. Water temp is 74F.

I hate to be negative but I think I would call them duds and move on. 20 days with no sprout leaves little room for hope.

Let me clarify - They soaked in water for ~10 days and sprouted. They have little root showing, and so I put them into the rockwool then.

Now it has been another ~10 days basically, and they look like they have longer roots (much thicker) but still the rest of the plant is hidden away inside the cracked seed. :(

Should I break open the seed all the way (if it isn't)? Should I pull them from the rockwool carefully and examine them?

Thanks!

ps. I have 2 more seeds soaking now just in case.. Also 2 years old though. The only "new" seeds I have are schwag bag seed. I have like a hundred of those. I had 10 kind seeds which I'm now sprouting 2 at a time. Geez, I hope SOME of them work... :(
