4 feet enough???

So I’m thinking about setting up a vertical double stack rack 4x8 so one 4x8 on the top level and another 4x8 at the bottom level. So it would be 4 led lights one light per 4x4 area only issue is my height only going to able to have 4 foot of height per area. The question is do you guys think 4 feet is enough height to veg and flower in. Led lights will be dimmed down and able to be around 6-12inches away from the tops. Do you guys think this is a good investment or just stick to single level and only one 4x8 table. I’m trying to do more plants and less veg time so I can get through all my packs of seeds.

Have you thought out watering? Id set up veg area elsewhere if possible and flower the whole 4x8. A 12 inch plant can grow to 4ft with a pot no problem during flower, 8 inch clones ended at around 3 and a half ft tall. Im doing opposite this run, 1 plant in 4x4. Easier to water as l hand water and 8 in my tent made it hard to water back 3. Hard to get to. Hard to Everything. If automated disregard. Im glad l didnt do 9. Lol.

Yes 4ft is plenty of height, i run my diy flower cab with two levels just under 4ft each and 4.8ft long.
Bottom level shown below and using side lighting for small vertical scrogs that run below the main horizontal scrog canopy.
