4 week old 4inches tall is this mormal

The plant is 4 weeks old and only 4 inches tall im using an ebb n flow w/hydroton 1 1/2 "rockwool cubes and a 400w mh.its on its 6 set of leaves not including baby leaves.it seems to be an indica really fat leaves my body gave me the seeds he said he got it out of some dank my question is if this is normal

Are ther plenty of roots coming through the net pots & into the medium you are using? as soon as this happens you should see a big leap in growth. The size of the plant sounds about right for 4 weeks.. no need to worry
