5 inch 2 headed plant white hairs everywere

don't know what to do is she stunted do to soil or wat leaves are small and I can tell she stretched a little but the top has hairs on booth plants confused as hell what to do

put up a pic its hard to understand. it will continue to stretch some. is it on 12/12?
