Im growing master kush and my buds are still small and not fully formed. Why are they growing so slow?
5 weeks into flowering buds = small

A little info on your set up would help. Lights, medium, food, water cycle, temps, humidity....the more the better. Many factors that can contribute to this.

400w hps, soil foxfarm, foxfarm line up growbig,tiger bloom,bigbloom,when soil is dry/wet,temps range from 40s-80s,humidity not higher then 35%

well if your temps are hitting the 40s id try and warm it up a bit 40 is way too low lowest should be around 65f i like to keep mine at about 68f and 86f max with light on

I agree that it could be due to the cold. That seems like a prety drastic temperature chage. My plant has been out in chilly weather for a while and she seemss to be doing ok but I have to wonder if she would be doing better if the temperatures were warmer. She also rarely sees 80s, more 60s and 70s.
