Hello

I am about to create a 4 x 8 Flower room and turn my 4 x 4 into a Veg room.
I need to get 18 plants ready for flower.

I thought about using a Wilma 8 - with 11 litre pots (2.9 US Gallons)
and
a Wilma 10 - with 6 litre pots (1.6 US Gallons).

Will 6 litres of clay pebbles be big enough to prepare plants for flower - 4 to 6 weeks of 18 on/ 6 off?

1.6 gallon should be big enough to veg. If you can do it for 6 weeks depends on the strain and how big they are when they go in the pots. A fast growing Sativa dom will most certainly outgrow them in 4-5 weeks. For an Indica dom they should be just about right

Indoor Indica - and I will bud them quite early.
At 5/6 weeks they'll be transferred to 18 litre pots to bud.

10 of the veg pots will be 6 litres
8 will be 11 litres.

Or I may just go for 2 x 10 6 litre pots....?

Intermediate transfers are best. It encourages a tight well formed root ball. When small plants are put in a large pot the roots tend to run to the outside then down. They'll then start to circle the pot.
You probably see this every time you buy a plant at Lowes or Home Depot. Nurserymen try to cut labor by upcanning to a large pot as early as possible.
