Does a herm plant pollinating itself always make only fem seads.

No that will make regular seeds, to make fem seeds you have to take a female plant and put some pollen from a male plant onto a female plant/bud(s)

Lol it can happen like that, thats more of a "controlled" method IMO. But most of the time plants go herm from stess ;-)
