Its not a quantum board, at 130lm/w its not high end unless its been driven really hard..
It can be used though..

Yeah the ones I found were obviously a retailer, in france. Funnily enough I came across these same lights for that price when trying to use my workmates phone showing him some things on Ali today and thought about your post.

For that price they are worth it, similar lm/w as a 250 hps and worth it just for the meanwell driver and heatsink.
I quite like the look of them to be honest.
