I don't buy into full strength p/k boost for flowering at all. I use p/k boost when I want to feed my flowering plants and exclude nitrogen. I will use 1/6th the dosage on the p/k booster per gallon of water and then a normal amount of CaMg+ per gallon and then pH balance. But higher amounts of P/K per Ca will push out Ca which causes uptake problems from the gate. In addition to that soil scientists explain that heavy amounts of chemical salts cause chemical reactions when added to the soil generating pH spikes as low as 1 and as high as 10 which is incompatible with the soil biology. This will like cause a delay while the microbes responsible for converting the p/k boost you just added into usable plant food regenerate, assuming of course that they can survive in such a hygroscopic environment. Which at a certain level of salts buildup they can not. (convinced yet? if not google Potassium toxicity, Phosphorus Toxicity) at very least do a side by side next grow that's how I decide stuff.

If you want help please get a photo of the plants preferably under 6500k fluorescent lights so I can see what they are saying to me. At very least cut down to 1/6th the p/k boost and add in some CaMg+ or Cal Mag Plus at 1/2 to normal amount per gallon. If you have been feeding them a lot of different things list them so I can decide if they need a flush or what. If you haven't been feeding them a lot of stuff then the likely course to solve issues the simplest is to use a quality bloom nutrient. Sorry the neem oil burned the plants we should probably confirm that with a photo also.
