am i doing enough for my plant?

I started a seed about 5 days ago and its about 1 inch tall. i have 1 30 watt cfl light hanging about 3 or 4 inches above the plant. it seems to be looking healthy and growing very fast. i have the plant in my living room in a large pot with about a cubic foot of store bought soil. i water it when i see that the top layer of soil looks dry. am i doing enough for the herb?

so far sounds like you're doing good ... keep up the good work, i would recommend getting more light as your plant grows
