in a word no. Im not sure where yor going with your growing but doesnt it seem to you that its going to be hard to produce anything worth your while with a set-up like that.
This whole forum is a 101 so just read.
I can answer specific questions for you but as for flatout telling you how to grow, well thats kinda hard because only you know your own situation ie; budget etc.

well im looking through the forums and none are specific to situation. im just growing inside my room with 42 watt cfl bulbs, hardware store organic soil and foxfarm nutrients i haven't started using yet because the plants are still small. i take them out in the morning for a couple of hours of sun and water them once a week.

You don't have a situation yet. You need to read to understand indoor growing (You also need to do it a few times to really get a handle on it). That setup there will not work (not going to beat around the bush here)
What's great about indoor growing is that you can manipulate the days to be longer and your plants grow faster. Take full advantage of this with a HID light. Also make sure to put them on a schedule and that when it's the "dark" time, that they get uninterrupted sleep.
Make sure that "hardware organic soil" isn't loaded with nutes or time release already. It might say organic but read the labels to be sure or problems will ensue.
Water them when they are thirsty, not once a week. If soil is dry, give them water. If they wilt, give them water. You will always need to pay attention to this as it will be ever changing.
