Anyone ever seen this!?

Hello and thank you in advance for the help. So my plant is refusing to flower and this is happening instead? Has anyone seen this before and know what it is?
A little info:
At around 2 weeks of veg I had a high pH prob. For a little over a week, lost some bottom leaves because the plant pH was to high to take in N. But I got that solved in around week (3 weeks) run off is now around 6.5 consistently.soil is organic compost, little peat moss, perlite, vermiculite, potting soil, and dolomite lime. Around 4 weeks I switch lights to 12/12 and nothing happened.... at 5 weeks switched to 10/14 still nothing so I got in there check for light leaks and there wasn't but they finally started showing sex and then started to grow these balls on the top out of leaf matter? I feed every other water with 1/3 the rec. Of Jacks classic blossom ... plants look a little light green and curling down now because I gave a good flush then let compeletly dry out trying to see if that was the prob. 6 weeks later still nothing! How much, how far away and what kind of light? Temps and humidity? Are you adding cal/mag? Try twenty-four hours of darkness and then 12/12.

they are like 6 inches away, but its because they are cfls, there's about 300 watts around 23,000 lumens in a 3x2.i planned on adding another 150 watts or so when they went into flowering (if that ever happens) temps high can be in the low 80s but nothing too out of control. and the humidity is usually in the 40's (47 at the moment, but i recently watered). could it be the plants genetics?

I don't think there's a way to 'reboot' your plants into flowering. By two weeks, the onset of flowering should be quite apparent. Even a sick plant will try to make some buds. On a side note, the leaves look entirely over watered. You mentioned the high temp, what is your lowest temp during lights off time? Much below 60F sets you up for soil issues.

One question would be, have you successfully completed a grow from start to finish in this grow area? If there is a bad light leak, and it doesn't take much, the plant may have a hard time with flowering, but usually you would see inter-sexing, aka hermaphrodism.

If nothing else, you may have an inferior strain, or a least a bogus phenotype. Whose beans are they?

i really appreciate all the help! the temps stay low 70s high 60s at night id say never under 67. No i have yet to grow in this spot before (first indoor grow) have successfully grown outside only. the seeds are from seedsman. i literally got in the grow area and made sure there was no light leaks. There is no sign of herm yet just a few hairs here and there. So if there still having a prob. absorbing N should i uptake the n or let them get use to the change in ph or start over? what now?
