anyone ever ship a ballast?

I have to fly and im trying to figure out if i should ship ballast fedex/ ups or if i should put it in checked baggage. Anyone go through th is?

Cost?
Insurance?
Shipping time?
Do you want to wait?
Can you send it ahead?
Will it have to show up with you?
Can you trust some one to accept delivery?
Can you take it as carry on?
Would it be cheaper to just buy a new one when you get there?
