Anyone seen this before/Know what it is/Does ??

When I was checking my girls today I saw these on a couple of my plants
Its a ball of spit like substance and a found a bug just chilling inside of it. anyone know what these things are and if they are an issue to my plants and if so what to they do?
I know picture inst the greatest my apologizes

Could you possibly go back and take another picture but hold a piece of paper or something behind the object to be seen, to stop the lense from focusing on the background?

Spittle bug. Get rid of them before flower. Maybe cover the plant in some netting to keep them off. You dont want slimy buds. Gross.
