Are my plants flowering???

All my plant tops look like this. What do u guys think?

I look for the white pistils to spring forth before I consider them in full flower. Yours look like early flowering just before they bust loose. I have three that are in early flowering. The rest are in full flower. They preflowered in June. I am hoping to harvest by early to mid-October this year.
