Are my seeds dead?

So I was wondering why my seeds haven't sprouted yet cuz they've been in soil for about a week and still no sprout .., I germinated them for like 3 days maybe 2 1/2 and as soon as I saw the seed split I put it in soil I kno I did it too early and they've been in the soil for about 5 days I've heard that I had too many lights on n I kept them on for 24/0 and I heard that I over watered and the soil was too warm so today I gently got the seeds out of the soil to c if they got any bigger since when I put them in the soil and they really haven't grown that much so I gently put them back in the soil n covered them lightly .. One seed looks just a tad bit bigger n the other ones shell is split open more then it was before .., by looking at the pictures do they look dead to you? or what do you think I should do or any advice would b much appreciated

Also this is how many lights I had before., today I cut it down to 4 lights because the soil was getting dry everyday
