Are the booster fan + inline good enough for 1000w?

You roughly need a 267 cfm fan to adequately exchange the air. Biggest concern will be heat. Depending upon your hood for the lights.

No. That number is the adequate air exchange cfm to keep fresh air coming into the grow room. The hoods and any extra turns, elbows in ductwork will decrease cfm air flow from fans. 4 1000 watt hps lights will be a lot of heat. You will need to vent lights out of room.

Plan on running 4x 1000w Cooltubes sealed room. Will this be enough for the lights? (240 CFM Booster Fan + 395 CFM Inline Fan)

Also do you guys recommend scrubbing the air for an only veg room?
No those duct booster fans are not enough to draw air through cooled hoods.
You will need a lot more air exchanging to keep up with 4 x 1000w HPS.

If you look at this chart it will show you how much air exchange is needed to deal with one 1000w light to raise the temp X degrees above ambient air (air coming in)



This is not the most accurate chart due to resistance from filters, duct and bends. It also doesn't take into account air cooling which usually removes about a third of the heat. But it gives you a rough idea of how much air exchange is needed for certain wattages.

Also if your looking at using cooltubes then look for the hybrid ones that are a tube inside a full size reflector.
You get a much better light spread. Normal cooltubes have a shit footprint.
