u dont have near enought light not near enought either thriple the # of Compact florescents u have also in ur pics u have some incandest(regular light bulbs) get rid of those they do no good at all

need some reflective material to wasting alot of light
in my experience smoking onto plants doesnt help at all neither does putting ashes in the soil make sure ur using good soil not micrale grow and make sure u have good nutes like fox farm sorry only skimed your post
