Beginning of Week 7 Flower, Small Tops, Orange Hairs, Not Swelling?

Hey guys, I'm new to the forums but not new to growing. Currently I am managing a grow room and my experience tells me the plants are not growing how they should be and it is the beginning of week 7. I have seen what this strain looks like done in previous runs and it forms sick colas at the tops. Below I will provide some basic information on the environment, growing conditions and feedings and attach some pics for your viewing. Please let me know what you think and what could be done differently.

The only noticeable signs of stress I can visually see is slight red veins in the stems. The very top nugs may be the size of ping pong balls and the hairs are beginning to yellow which scares me.

Strain: Banana Hybrid (10 Week Strain)
Medium: 5 Gallon Coco Pots
# of Plants: 6 Plants approximately 5ft tall in a 4' x 4' tray
Lights: 2 600W HPS Lights with Air-cooled Hoods
Day-Time Temps: 75-78F
Night-Time Temps: 65-68F
Humidity: 50%
Distance From Lights To Tops: 12"
Co2 Supply-Not pumping Co2, Only Fresh-Air Supply

Week 7 Nutrient Line-up: H&G Coco A&B, H&G Bud XL, Bloombastic, Cal-Mag, Silica Blast, Drip Clean (Will be introducing shooting powder today, beginning of week 7)

I am using the same bulbs, the only time I buy new bulbs is when the old ones start giving off a different pinkish color instead of the standard orange, or if they go dead lol. I also clean my hoods after every harvest as they tend to collect dust and gnats and slightly, very slightly, affect the output of the lights.

you using fresh media?
getting good drainage?
if you got root rot, root knot nematodes or root aphids that can slow growth to a crawl, check your roots.

check your neighborhood too. if your air intakes are sucking in the waste gasses from a dry cleaner, an auto body shop or some other source of unburned hydrocarbons that can stifle growth.

do YOU feel ok after spending a few hours in the growroom? no dizziness, listlessness or lethargy? (other than the usual for pot-heads...)
if your roots are ok, then i gotta think maybe your plants are getting smothered by something in the atmosphere.
