Best lighting options for under or around $100?

Right now I have a whole lot of different lights, but I dont think its going to be enough when my plants get bigger.
I have two dual 12" fluoros, very thin, they were supposed to be under cabinet type lights, my friend got them from work for free.
I have a 15 watt grow light that I got from walmart, its two feet long, medium thickness.
I have a 20 watt fixture with a plant/aquarium light, its two feet long and my thickest one, the size of most long fluoros you see.
I also have a 43 watt 2700 lumen cfl on one side, and a 23 watt? I think 23 or somewhere around there light on the other side.

Im only growing 3 plants right now, and I am a couple weeks in. I just want to figure out what I can do, on a budget to get the best in the end.
What do you guys think, for under $100 would be the best for me?

This isnt what my set up looks like now, but just to show my grow space and most of my lights. The two dual 12" ones are mounted on the back, the other two tube fluoros are moveable and I move them around to get close to the plants.
Right now I have my 43 watt cfl on the left side in one of those kinda cone shaped spotlight things to aim the light at my plant better, I have my other cfl on the right side with a bulb splitter, so when I get some more bulbs i can have two on that side..
Ive also painted the entire inside white.

For growing a few plants and my current lighting situation, what do you guys think?
Thanks for all the help!!

your best bet is the 400 from headshot, with all the floros you have going on now its going to be a mess and wont work good at all, a true hid will blow floros away every time
