and can someone tell me a good way to make nicotine spray?

doesnt look like a bug problem but 10grams of american spirit about$3 a pouch and its all natural no additive to a quart of hot water steeped overnight should do the trick for a spray but again looks like over watering and under nutes or something simmilar.
