Brand new baby has claw leaf and is very light green

About a month ago I germed three plants in this soil. They sprouted fine, but then began to have problems. I realized the soils PH was way low.

About a week ago I planted one more baby, but this time I PHed the soil before planting. I added what seemed to be a ton of PH up, until my soil meter read 6.2 (I'm not sure I trust this thing) I thought since the PH was is a better range the seedling would be growing vigorously, but it is doing worse than the other three that sprouted in the acid soil. The first set of leaves emerged slowly, and had a slight twist to them. The ends are nice and green, but towards the center they are light green. Now its next set of leaves are SLOWLY coming in, and they are very light green. They have more of a twist, and also have a clawed tips. The seed leaves are still very green.

It's in organic soil under CFLs

ROOT ROT, not enough aeration in the soil.
