Bud Rot?

Is this what the start of mold on top looks like?
These are some outdoor plants high humidity that have been through hell. fucking jungle of pests sprayed the leafs and buds down with Neem Oil and Soap that stopped most spider mites.
Now I got this on only 1 top and it doesn't ride up like the spider mite damage as on most. Should I cut this top out of the mix. Any advice would be appreciated. Thanks

Yeah your right I didn't notice how blurry it is. I'll try to get a new pic without flash - autofocus on. Or mabye next time I check them I'll know .

Any update on this? I have a plant that's got 2 cola's looking similar to that.
