Buds not filling out on LA Confidential, all other strains are doing fine.

i have a 4x4 tent with a 1000w and a 600w hps. good temps. i'm growing a few different strains. all the plants seem heathly and are producing good bud growth except for the LA Con. i'm in week 6 of flower and the other strains have buds 3 times bigger. i have been using foxfarm nutes and ocean forest soil. can't seem to figure out what's happening. i had previous harvests of the La con that came out excellent. however i can't seem to get them to fill out anymore. i have medium size healthy plants with big green fan leaves, but the tiniest buds that hug the stem. i have la clones for my next cycle and i'm worried that they will all come out like this. any help would be greatly appreciated.

that's the weird thing, is that it looks healthy and i'm following the same feeding as usual, but normally by week 6 they are much bigger.

its hard to tell of course but it is super dark green? too much n maybe? could but a runt, could be packing dense nug, or could be a late bloomer????

Is that the exact same plant that you've run before? You may have just ended up with a less than desirable pheno this time if it's a new plant.
