Can I use floral foam to root clones?

picked up a bunch of floral foam today at the thrift store. hoping I can use this because I can't find any rockwool near mehires%5CFoam Group.jpg
 
I'm a newb and rooted my first cuttings in feb this year. my buddy hooked me up with 36 clippings and 29 rockwool cubes. Instead of getting more rockwool I decided to used some 'wet foam' after a little research and seeing it mentioned as suitable for rooting. All of my cuttings placed in rockwool rooted(showing out bottom of cube within a week), all the cuttings put in the floral foam lived a long time but never rooted. When I finally gave up and plucked them, they barely had nubs. I'm not trying floral foam again myself. I've also topped my plant and rooted it straight in dirt and had quicker success than the rockwool.
 
I do not know what Floral Foam is, but I do clone using Polyurethane Foam.
