Can someone help me find out if this is an HPS ballast?

Well, my friend and I took our daily stoll to the lake today. At the lake, they have this huge lights about 50 feet up. The color temp looks similar to that of an HPS, if it's not an HPS, because I think they are. Anyways, I've always joked about climbing up there and stealing them. Ironically, as I was walking into the "authorized vehicles only" section, I found one they had taken down. I stripped it and reqired it to plug in my wall. (I've done this many times.) Anyways, what made me want to take it was the fact that the lights that it holds are at least 2 times larger that normal lights. (The was no light in it, but you can tell by looking that it's twice the size of a normal light.) Anyways, I have a pic if you guys absolutely need it. It just compares the sizes. Is this for a HPS?? Or something else?

By the way most of the down lights are because they needed to be changed. Old ballasts are louder, hotter and use more juice and put out less light. Also would you like to risk fire for 100 bucks. Junk it and buy a ballast kit if you want to make one. Any commercial electrical place would carry these.
