Can someone please tell me what’s eating my outdoor plants ??

I have 2 blueberry x sour diesel plants outdoors and I don’t know what’s eating the leaves at such a fast pace I think it’s aphids I found a free bugs here and there they look like little brown kinda seethrough like elongated jellybean shape bugs they are all over my garden they are eating my weed my sunflowers and my cucumbers I’ve mixed miticide with water and sprayed the plants up and down I’ve used soap I’ve used neem oil and they still seem to be eating my plants please help me identify what kind of bug or mite I’m dealing with thanks

Looks like leaf hoppers, they leave that white spot. Aphids look like little green jelly beans but don’t move much until they fly.
