Can trimmed plants still flower

First off, I am very sorry if this post does not belong on these forums. I am growing a couple of hemp plants for the CBD rich buds. Though hemp is legal to possess, it is not legal to grow (as far as I know). My yard is small and the wall separating me and the neighbors is only about 6 feet tall. Seeing as how hemp can grow more than twice that height, would my plants still produce buds if I kept them at a height of around 5 feet or so?

You can top them, and then do some LST to keep them shorter. That's what most of us are doing indoors and we're all producing decent buds.

Yes and no.
start with a few of these articles of various training methods. If you click the title of each method itll take you to a more in depth article about it.
Id start with stuff like LST and super cropping.
